To answer my own question after having gone to the trouble of installing this, YES, the phone needs to be rooted or the program aborts with an error message saying so.
Why is this so difficult to state here or on the developer's landing page so people don't waste their time with stuff like this?

Jasmine, think of it as administrator account on your phone. Without access to it you're at the mercy of the vendor and Google, as if you just rented the phone. The regular account is restricted.

Jasmine, btw. the equivalent thing for IOS devices is 'jailbreak'

DD, They probably do not want to turn people off before them downloading and installing and them gaining that momentum of investing their time to download and install to hopefully have instilled enough momentum to get them to root their phones to use the program. And it should need the developer option USB debugging mode too so they can side-load their android app that then runs as root to gain block access to the internal file system.
